Open Source in focus: Heinlein Group at the 5th Thuringian E-Government Congress

On September 16, 2025, the Thuringian Ministry for Digital Affairs and Infrastructure invites you to the 5th Thuringian E-Government Congress in Erfurt. The congress is regarded as a central exchange platform for employees and decision-makers from administrations and public institutions in Thuringia. Around 500 participants from local authorities, state authorities and representatives from science and business are expected to come together to discuss prospects for sovereign and sustainable administrative digitalization.

Panel on open source and digital sovereignty

One focus of this year's program is the topic of "Digital Sovereignty". In this context, Jutta Horstmann, Co-CEO of the Heinlein Group and member of the Thuringian Digital Advisory Board, will take part in the panel "Proprietary vs. open source software (a comparison with advantages and disadvantages)" at 9:10 am. Together with representatives from administration, politics and the IT industry, she will discuss the opportunities and challenges of both approaches.

The central question here is what role open source can play for the digital sovereignty of public administration. While proprietary software solutions promise stability, support structures and liability security, open source alternatives offer above all independence, transparency and long-term freedom of design - without having to sacrifice stability, support structures and liability security. The discourse aims to derive recommendations for action for federal, state and local authorities and to show ways to achieve a sustainable, independent IT infrastructure.

The discussion picks up on current developments: The federal and state governments are increasingly pursuing open source strategies, and Thuringia has also firmly anchored the use of open standards in its coalition agreement and e-government law. This is intended to reduce dependencies on market-dominating providers and at the same time promote innovation, regional value creation and flexibility.

The panel participants will not only shed light on the technical aspects, but also on the cultural requirements. After all, digital sovereignty can only succeed if administrations not only exchange tools, but also modernize processes and establish an open, collaborative culture.
